Holland, early 21st century
Holland, a small country in Western-Europe, tries to survive bad politicians, bad economics, and bad taste. The people live rather peaceful, and pay their taxes in time. If they don't, they have learned, there is not enough money for dike maintenance, and if the dikes aren't maintained, the land will flood.

Holland, years later
Some severe floodings have destroyed large parts of the land. Many settlements have been lost in the Great Floods. In the panic after the flood, the Queen and the King have made a revolution, which caused the nation to split up in the Double Dutch War: in the west, Holland is now reigned by King Alex X, the eastern part is ruled by the soft but kinky hand of the Queen. Other parts are in total anarchy.
The Double Dutch War has left some nuclear polluted spots on the map, and destroyed many buildings that had escaped the destruction by the Great Floods.
The water is also very polluted, the climate a disaster on its own.
The Dutch economics run on the export of tulips, dairy products, and the art of growing relaxing weeds. Home economics consists of paying taxes, and it is the duty of the feared men from FIOD to control the process of tax collecting, sometimes ending in acts of terror.
Transport is difficult, kerosene and petrol are no longer available; vehicles and vessels can only run on nuclear powered engines. Boats and bikes are rather common, road maintenance is bad and many cars and caravans rust away in an eternal traffic jam.
Hunger is plenty, food is either synthetic, manipulated or expensive import.
Cheese in all its varieties is the national nutrition, fried potatoes drowned in mayonnaise an expensive delicatesse. People drink beer from green cans with it, or Jajem (gin, jenever).
The Dutch on both sides of the border now try to survive by milking the money from tourists. Most of the time, they are stoned from the weeds they smoke, and if not, they are trying to get high - to above sea level, a safer place.

And under the low skies, where acid rain pours down steadily, these Dutchmen crawl in the mud. This is the world of Mad Jack.
